Who enforces the law? Who implements policies? Why are women and children still faced with undue trauma and re-traumatization and lack of justice for sexual violence related cases? Why does the onus to prove rape or defilement fall on the victim? Why are there no forensic examinations? Why is investigation still lacking a human face and the judiciary process tiring and unnecessarily prolonged? Who stigmatises? Who keeps SILENT?
